Before Saheb had started working at a tea stall, he was free all the time. He would roam the city along with his friends to collect garbage, which for them was wrapped in wonders. But now that he has joined his new job, he was no longer his own master. He needed to work according to his boss, i.e., the owner of the tea stall to earn money.

Saheb is not happy working at the tea stall. His face has lost the carefree look. The steel canister seems heavier than the plastic bag he used to carry. He seems burderned. He is bound by responsibilities. He is no longer his own master.

The narrator means when Saheb carries the Garbages in their plastic bag and the  plastic was him at that time he was the owner of his mind but when he start  work in tea shop then he was not happy because the canister was heavy and it was not him it belongs to the man who own the tea shop .

Since Saheb now works in a tea-stall, he is now bound to his master and feels burdened. The steel canister he carries is very heavy as compared to his light plastic bag. The bag was his own and the canister belongs to his master whose orders he now has to follow. So he is no longer his own master.

Saheb was a ragpicker. He loved his job of ragpicking but when he was assigned as a worker at tea stall he was no longer his own master he works under the owner of the tea stall. And he has to carry a can of tea which seems heavier then the plastic bag of his rag .
