1+2g+0+c=0
53+4g-14f+c=0
92+16g+2f+c-0
Now solve the equations and get the value of unknowns
substitute the values of g,f,c in the (1)
u will get the equation of circle and if 9,-6 satisfies the
equation it is concylic and if not it is not concylic
