The potential is zero as it is a scalar quantity and there are equal number of equidistant positive and negative charges.
The potential due to positive charges gets cancelled out due to potential due to negative charges.

The Electric field due to the charges is shown in the figure. As there are three symmetrically placed equal vectors, the EF is also zero.
