21. a) Substance X is calcium oxide (CaO). 
Ca belongs to group 2 in periodic table. 
CaO is used in cement mixes.
The element Ca is also present in our bones.
CaO on treatment with water forms calcium hydroxide.
CaO + H2O  Ca(OH)2 
Ca(OH)2 is a base which turns red litmus to blue.
b) On heating, the salt produces brown fumes. It implies that it contains nitrate ion. The salt can be possibly any nitrate but the yellow residue left after heating implies the salt to be lead nitrate.
The equation involved can be shown as:
2Pb (NO3)2 → 2PbO  + 4NO2 +  O2
Colourless  Yellow  Brown fumes
