Suggest any other method to let more rain water percolate and reach water underground?

We often observe that rain percolates through muddy areas like parks, fields, forests etc. and collect floors which do not allow their percolation like cemented grounds, roads etc. So, we should have mud based areas on sides of the cemented and coal tar roads so water do not collect on sides and percolates underground.
