Speed of light in medium = Speed of light in vacuum / refractive index of the medium
Speed of light in water =c/1·33
Speed of light in water glass=c/1·5
So we can say that the speed of light in water is greater than that in glass.

Ratio of speed of light in glass and water = 1·33​/1·5 = 0.886667

Refractive index is inversely proportional to speed of light in the particular medium. Therefore here lowest refractive index is of water (1.33) and hence in this medium the light travels the fastest.

Ratio of light in the two media = 1.33/1.5 = 0.8866
