III has highest s-charcter followed by II, followed by I.

According to me the answer should be 3>2>1
As there is more the s character more will be the withdrawing i.e. more -I effect.
So the charged is more deintensified in 3 than in 2 and in 1 the methyl group shows +I effect and is least stable
