Electronic configuration of Si is according to Aufbau's principle. The order of orbitals for filling of electrons is given by this principle. 


Since after the filling of 3s orbital, 3p orbital comes therefore 3p is filled after 3s. 
Electrons from 3s are not going to 3p. s orbital can attain maximum two electrons,
