let ABCD be the rectangle
Find out midpoint of AC ie midpoint of (4,1) and (13, -2) by the formula it comes to be

say E that is (17/2, -1/2)

then find out midpont of BD where D is (x,y) the midpoints are coincident so midpoint of both AC and BD is E
so (x1+x2) / 2 = 17/2 = x +7 = 17 so x =10 
&    (y1+y2) / 2 = -1/2 = y +4 = -1 so 7 = -5 

so D is (10, -5)
