plz tell me how did the governer react to the phone calls he recieved in quick succession? of (evan tries o level)

The Governor was suspicious while receiving successive calls from the Examination Board. He feared that the calls could be fake or it could be some signal or a secret message . He kept on cross checking the calls by re dialing the number of Examination Board but  heard only 'bleeps' of the  line engaged .
