Here is the answer to your question.
 
Let the profit of the shopkeeper be Rs x, then the value of the article added by the shopkeeper = Rs x
VAT paid by the shopkeeper = Rs 40
Rate of sales tax = 8%
∴ 8% of Rs x = 40
Thus, price of the article inclusive of sales tax which the shopkeeper paid to the whole sales
= Rs 2000 + Rs 160 = Rs 2160

For Shopkeeper :-

Selling price = LP = Rs. 2500 .....

Tax charged = 8% of 2500 = Rs. 200 .....

VAT paid = Tax charged - Tax paid

---> 40 = 200 - Tax paid

---> Tax paid = Rs. 160 ....

Let Cost price of shopkeeper from wholesaler = Rs. x ....

Tax paid = 8% of x = Rs. 2x / 25 ...

but tax paid = Rs. 160

---> 2x / 25 = 160

---> x = 160 * 25 / 2 = Rs. 2000 .....

So, total price paid by shopkeeper to wholesaler = CP + tax = Rs. 2000 + Rs. 160 = Rs. 2160 .. (ans) ....
