The treasury of France was found empty. Was it empty before the arrival of king louis 16 or after he took the throne?

a. Louis XVI of the Bourbon family of kings ​became king of France in 1774. When he inherited the throne there was a growing discontent within the society of the Old Regime.
b. The king inherited an empire with empty royal treasury, yet maintained extravagant lifestyle.
c. That is upon his accession to the throne, as the French resources were being drained out because of long years of war .
d. The royal treasury was not empty in the literal sense when he took over, it is just that resources were being drained out due to support given American colonies to gain Independence.
