The south pointing chariot used a magnet to indicate the south direction. This is because any magnet (if set free) aligns itself in such a way that the north pole of the magnet points to south pole of the earth due to the mutual attraction.

The south pointing chariot does not work at the south pole because the the magnetic lines of forces of earth and that of the magnet of the chariot are mutually perpendicular to each other at south pole so there is no attaction, and hence the chariot cannot allign itself.
