The vacuole occupies 70-90% of cell of plant protoplasm yet we say that in plant cell nucleus is the largest cell organelle followed by plastids followed by mitochondria. Why is that?

Term organelle means a tiny cellular structure that performs specific functions within a cell. 

Vacuoles are storage bubbles found in cells. They are found in both animal and plant cells. Vacuoles store food or some other nutrients they do not perform any specialised functions. Hence, they do not fit under the category of organelle.

That is why, nucleus is considered to be the largest organelle.
