Dear Student
The author sees the confusion at the Pashupatinath temple in Kathmandu. He finds people pushing one another to make way to the Lord.  He sees monkeys fighting with each other. He also sees people dropping flowers and leaves into the Bagmati River. In addition to this  he also finds a group of Westerners struggling for permission to enter the temple were only Hindus are allowed. 
Generally this types of confusions are not seen in a temple as it is place for meditation and prayer.
