What does this line mean "These factors more than?outweighed?an equalizing decline in fertility rates" ?

Dear Student, 

The statement means that the impact created by the set of factors offsets the impact created by the decline in fertility rates.
​​​​​​Example: The decline in fertility rate retards population growth.
However, say a set of following factors increases population growth rates:- 

•  Improvement in medical facilities
• Greater life span
• Decrease in mortality 

So the impact of the above factors outweighs the impact of fertility rate on population growth rates.
