under what circumstances is the velocity of a body negative?

when the displacement is negative, the velocity of an object also becomes negative because velocity=displacement/time. when the initial and final positions of an object collides and the object passes it initial position then the displacement becomes negative.

hope this helps...

he velocity of a body can NEVER be negative if the body approaches towards the origin if a second force does not attract the body towards the origin causing a -ive acceleration as well.
