Vascular cambium forms xylem on inner side and phloem on outer side due to?

The xylem forms by differentiating the cells of vascular bundle which are nearest to the center. That’s why xylem is situated on inner side. The phloem arises by differentiation of the outer most cells of the vascular bundle due to which phloem is on outer side of the vascular cambium.
