we are lucky that ozone is not stable on earth's surface . why ?

Near the earth's surface ozone is an air pollutant. It causes many human health effects which are mainly related to respiratory problems. It also affect vegetation and many other materials. It acts as greenhouse gas. It also contribute to urban smog, which is also an air pollutant.
