We know that metals like copper, gold, etc. are good conductors of electricity. But what gives these metals the properties of conducting electricity? Why can't liquids like water, etc. conduct electricity?

Please note water also conducts electricity as it contains dissolved salts in it, however, distilled or deionised water does not conduct electricity.
