we say that latent heat does not raise the temperature so does it decrease the temperature if no then why when a ice kept on a hand when takes the latent heat and melts  gives cooling (decreasing temperature)?
 



Latent heat does not change the temperature i.e neither it increases nor decreases the temperature. Latent heat is used in changing the state of the system by overcoming the force of attraction between the particles.
This heat energy is absorbed by the ice without showing any rise in the temperature , it gets hidden into the contents of the container in which ice is kept. 
Ice cubes placed on palm use the body heat for melting.Therefore the palm feels cool when ice cube is placed on it, as it loses heat.
