What are the dividing cells at the tip of root and stem are known as?

They are known as Apical Meristematic Cells. Apical meristem is found at tips of the plant, both the tip of the shoot and the root, and is a region of actively dividing cells. Apical meristem causes the plant to grow up and down to get longer. This kind of growth is called primary growth.

apical meristamatic tissues are found on tips of roots and stem. their function is to increase the length of the stem and root. thats why if the tips of root and stem are cut then the growth of plant stops for some time.
