What did the ghost plan for the twins? Why? Did he succed?

The Otis twins would take great pride in frightening the Ghost. So on the particular Sunday night that the Ghost had decided to frighten the entire Otis family, he had made meticulous plans regarding scaring the  twins. He would first sit on their chests, so that they had "the stifling sensation of nightmare". He would then stand between their beds in the appearance of a cold green corpse. Finally, he would throw off the shroud and crawl around the room in the form of a skeleton, "with white, bleached bones and one rolling eyeball, in the character of 'Dumb Daniel, or the Suicide's Skeleton". However, the twins got to the Ghost first! They constructed a false scepter with the help of a hollow turnip, a kitchen cleaver and a broomstick. The Ghost was so frightened on seeing another scepter that he abandoned his plans of frightening the Otis family and quickly retired to the hidden chamber.
