What did the Maharaja mean when he said "you may even kill a cow in self defence."

The Maharaja says the above mentioned line in self defence. he wants to justify his action of killing a hundred tigers ruthlessly.
This line means that killing a cow while defending yourself from an attack is not considered wrong, even when it is considered to be a holy animal. Therefore, there is no harm in killing a tiger, which does not hold any sacred significance.

by saying this maharaja was just trying to defend himslf for killing so many tigers which he called the act of self defence
