The narrator refers to the story of the lion and the he-goat in order to provide a suitable analogy that would describe Ranga's situation.  The he-goat scared the lion  by claiming that he had already eaten nine lions and was waiting for the tenth one. The lion left the place,without knowing that the animal threatening him was only a he-goat. Similarly, the narrator teases Ragna by saying that Ratna's identity did not matter to any one of them since he was already married and Ranga was not the marrying kind.
