Solution:
When we comb the dry hair, the electrons leaves the hair molecules and thus comb become negatively charged. When we keep the comb close to some piece of papers, the due to induction of charge, the piece of papers become positively charges, thus we can say, the charged comb polarises the piece of paper.
And the amount of charge in comb is equal to amount of charge induced in the piece of paper, and as they are placed at a distance apart, so we can say a dipole moment is created in the direction of electric field (from positive charge to negative charge). and as the charges in the comb are not uniformly distributed throughout the comb, thus electric field generated in between papers and comb is not also uniform. Thus paper start moving towards the comb
