When the potential energy is taken from the poles keeping the mass (m) and height (h) constant, then the potential energy will be maximum there. It is because the acceleration due to gravity (g) is the maximum at poles. 
When the potential energy is taken from the equator keeping the same mass (m) and height (h) constant, then the potential energy is the minimum there. It is because, the acceleration due to gravity (g) is the minimum at the equator.
