MLA Minister

 MLA is the Member of legislative assembly that is Vidhan Sabha who is directly elected by the people ,from a particular constituency.
A Minister is one who is elected as as an MLA or MP first and then is given an important position in the government. He is in charge of a particular ministry and is given  a portfolio.
MLA may not necessarily belong to a ruling party, he /she may represent an opposition party in the assembly but is popularly elected. A minister so designated is from the ruling party which has formed the government.
All MLA's  are not ministers But all Ministers are MLA's or MP'S
