'Framing questions' means making questions.
Questions can be made from given sentences/information.
For example: Ravi has three dogs.
Questions: How many dogs does Ravi have?

'Wh' questions can be made using 'who, what, where,which, whose, whom, why, how, when'.
Questions can also be frames using 'do, did, does, is, are, were, was'.
