Internal resistance is the resistance of the instrument i.e. resistance of the battery  or cell when it is connected in the circuit. 
The primary cell is the cell in which chemical reactions can not be reversed. The internal resistance of the primary cell is very high because chemical used up in reaction produced the material which is volatile and do not produce electricity.
