What is meant by 'ship to mouth ' economy? (OTBA).

A 'ship to mouth' economy is essentially an import-based one. As a developing nation, India had to depend on an economic model which entailed the direct transference of the imported goods to the consumer, mainly food grain which India needed in large amounts to sustain the growing population.

i think this means-
 india is a developing country . earlier to feed it's population , india had to import food grains. but now india has turned from 'ship to mouth' economy to 'silo to ship' economy. this means that india now exports foodgrains and other things to other countries.
