When blood vessels in or around the anus and rectum become swollen and inflamed, the condition is referred to as haemorrhage or piles. Haemorrhage may be external or internal. 
  Internal haemorrhage occur inside the rectum and are not painful but the external haemorrhage develop outside the anus and are painful .
There are many reasons of developing piles such as constipation, obesity, chronic diarrhoea,  sometimes due to pregnancy and sometimes by  lifting heavy weights etc.
Yes, piles can also be genetic. For example one may have weak rectal vein by birth. Thus pile can also be developed due to some hereditary reasons.

piles or hemorrhoids refers to a physiological condition whereby there is an inflammation of the vascular structures guarding the anal canal.

yes piles can be connected to genetics. in other words if any close member of our family has had the condition we are more at risk for having piles then someone whose family has no history of the condition.
