The another name for the Five Year plan of Pakistan is 'Middle-term Development Plans'.
The Medium Term Development Plans refers to a policy measure programme of the Pakistan Government (drafted by the MOF, Planning Commission and the EOC of Pakistan) which was formulated to strengthen the national economy and civil infrastructure of the country.
