Let us take a point charge Q at point A and take a point P such that AP = r.
When the test charge is moved from infinity to the point P, then the change in the electric potential energy of the system:
$$\begin{gathered} U_P-U_{\infty }=\frac{Qq}{4\pi {\in }_{0}r} \\ \text{Therefore, the potential at point} P, \\ {V}_P=\frac{U_P-U_{\infty }}{q}=\frac{Q}{4\pi {\in }_{0}r} \end{gathered}$$
