What is the difference between quiescent state and dormancy?

Quiescent is a state or a condition where the growth of the embryo or the seed is suspended also referred as resting condition. The quiescent seeds are capable of germination but sometimes they are not capable of germinating due to unavailability of the environmental conditions such as water, oxygen and warmth. So these seeds can retain in a resting condition until they will not get exposure to favourable conditions. e.g,  observed in seeds of leguminous plants whereas in case of dormancy state a trigger such as cold treatment is required to resume growth.
