What is the difference in the two paragraphs"the racial state" and "the racial utopia?

Racial Utopia
Racial utopia refers to a misguided notion of some people who believe that a nation should consist of population belonging to same racial group or community.For example, the White supremacy in U.S. which did not want to reside with the Blacks.Another prominent example of racial utopia is the Nazi movement in Germany which wanted to promote the Aryan race and had hatred for the Jews.
Racial state
A country where people of specific race lives. If we talk about Nazi Germany, it was to be inhabited by pure Aryan race.
