What is the meaning of phrase

A phrase is a group of words functioning as a meaningful unit within a clause. While a clause contains a subject and a verb, a phrase does not contain both the subject and the verb. Since the phrase misses either the verb or subject, it does not convey a complete idea.
Eg:1. without knowing the facts ( verb is present but there is no subject)
2. The trip ( has a subject but not a verb).
