The changing magnetic field does not need to be in existence at the location of the induced electric feild

From the above statement, we can conclude that wherever there is a time-varying magnetic field, there will be an induced electric field.
But it is not necessary that for an induced electric field, there should be a changing magnetic field. Electric fields can also be induced due to a charge.
