 What is the physical state of water at 0 degree celsius?

At 0 degree Celcius water exists in both phases (solid and liquid) simultaneously. The ice and liquid water are in equilibrium at this temperature.

if we freeze water at 0 degree c it will become ice!

but if we melt  ice at   0 degree c  then formed water will have temperature0 degree c for sometime till it starts gaining energy .

 the water when at 0 degrees celsius could also be in ince form or in liquid form. MOstly it is in ice form because it is very cold.
