what is the ratio of speed of infra-red rays and ultra-violet rays in vacuum?

Same as that of light.. 3*108 m/s.

All the electromagnetic waves travel in vacuum with this very speed and both, infra-red and UV rays will travel with the same speed of 3*108 m/s.

Just keep in mind that light is an electromagnetic wave and that all the electromagnetic waves travel in the vacuum with same speed. So, all other EM waves should also travel in vacuum with the speed of light..

So, since both travel in vacuum with the same speed of 3*108 m/s, therefore...

Speed of infrared rays:speed of UV rays = 3*108 m/s : 3*108 m/s = 1 : 1

 IN Vaccum there is no difference in speed of any particle! so all travel at the speed of light!
