what means of ontology recapitulates phylogeny

Recapitulation theory or Biogenetic law was proposed by Ernst Haeckel in 1866 which states that 'Ontology recapitulates phylogeny'.
Ontology refers to the growth and development of an organism; and phylogeny refers to the evolutionary relationship of a species. Both the concepts are different but this phrase proposes a relationship between them.
This means that during the embryonic development of organisms, i.e. from the beginning of an individual's life through adulthood and senescence, they undergo different stages which are the characters of their primitive evolutionary ancestors. 
For example: human embryo have different characters like tail, pharyngeal arches, etc which are the characters of evolutionary ancestors.
