Out of these elements , N and F have their last electron in the 2p subshell. ​And out of N and F, 
Fluorine has the higher atomic number. [though Cl has the highest atomic number, the last electron in Chlorine lies in the 3p shell]

Thus according to the question the answer is Flourine.
