When are partitif article put and when they are not put ?

In English, we use definite or indefinite articles: a, an, the.
In French and Italian, partitive articles are also used.
The closest equivalent in English would be 'some'.
It is used with a mass noun. It indicates a non-specific quantity.
For example: some water, some coffee
