when should we use single qoutations (' ') and when should we use double quotations(" ")?

Double quotations are used for direct quotes or for naming the title of books, magazine articles or TV shows. They can also be used to give a sarcastic meaning to particular words in sentences. For example, in the sentence – Women enjoy “equality” in the modern world – the author doesn’t believe in the statement and is being sarcastic about it.
 
Single quotations are used to highlight certain words in sentences. An example sentence would be – ‘Organisation’ is key to a healthy way of living.
Also, single quotations can be used to signify a quote within a quote. For example – Mother said, “It’s important to listen to your elders. Grandpa always said, ‘A thousand blessings on obedient children.’ ”
