when the humidity is high and the temperature is low, fog often forms. why/

Humidity is basically water in its vapor state and when temperature is low it can condense. It is quite similar to the layer of condensed water formed on the outer surface of a glass when cold water is kept in it for a while. That basically is fog.

When humidity is high and temperature is low fog forms because of condensation of water vapour in the air.
