when the water is cooled than the particles of water comes closer then why the volume does not decreses

When water freezes, its volume increases despite of decreasing. This is because water expands on freezing. When water reaches its freezing point (below 4ºC) , the hydrogen bonds between water molecules become stronger. The ice structure is completely hydrogen bonded and these bonds force the crystalline structure to be very open. Hence, an open cage structure is formed. This open structure of ice causes the water to expand on freezing thereby increasing its volume.
