oxidation of alcohol involves the formation of carbon oxygen double bond with cleavage of an O-H and C-H bonds,
a primary alcohol is oxidised to an aldehyde which is in turn is oxidised to a carboxylic acid
Secondary alcohol are oxidised to ketone
Tertiary alcohol do not undergo oxidation reaction

So the correct arrangement  or order of compounds on the basis of faster oxidation state is 
Primary alcohol>secondary alcohol> tertiary alcohol> ester
