I think you want to ask which one - steam or water, is hotter at 100 oC.
See, this question has 2 aspects. Since, temperature is same, for thermometer, both are equally hot. But, steam has in it, the latent heat of vaporization. Due to this latent heat, steam becomes more effective for usage in heating purposes than water at same temperature which has less heat content.
Another aspect is that, the above information is for NTP.
If the pressure is increased sufficiently, then even beyond 100 oC, water will remain liquid.
