Who can change the lives of the slum children and how?

The poet believes that unless the governor, inspector, or any visitor makes an attempt to make the pictures on the wall, a reality, the slum children will always be trapped in the 'catacombs'. He wants the government and other like-minded people to break open the classroom windows which have burdened these children. They need to help them escape this harsh reality and achieve their dreams. He believes if economical empowerment is achieved, these children will also create history.
