 A panchayat or a rural government body is a traditional system for managing village republics, which as its name suggests is an assembly of five elected village representatives, annually elected by the adult villagers, male and female, possessing minimum prescribed qualifications. A panchayat combines judicial role and monitoring of development schemes involving village cleanliness, sanitation, water supply, education, health care, housing, street lighting, community biogas plant, etc. It covers in miniature form legislature, judiciary and executive roles, which every elected panchayat performs during the period in office. Panchayati Raj Institutions (PRIs) are essentially the instrument of decentralization by serving as local village bodies of the state governments.
            In India, panchayats cover 29 subjects of economic development and social justice, and are best suited for effective delivery of services in villages in diverse areas such as telecom, sanitation, water supply, rural energy, etc. In India, there are over 2.5 lakh panchayats, 32 lakh elected representatives (more than the population of Norway) including 12 lakh as women representatives. A sizeable proportion of representatives belong to SC, ST and the OBC communities. In fact, the system of panchayats in India is a  social and political empowerment on a scale unparalleled anywhere in the world (Aiyar, 2006).
            The 73 rd Constitution Amendment Act, 1992 introduced sweeping reforms in PRIs as institutions of local self-government, by devolving substantive financial powers and resources. The Act mandates holding of elections on time, disbursal of resources between the state and PRIs by the state finance commission, reservations for women, SC, ST and OBCs in PRIs, etc. GOI plans to further empower PRIs through its rural business hubs programme.
            Realizing their importance and to raise the profile of Panchayati Raj as an institution, UPA Government headed by Dr. Manmohan Singh, has created the Ministry of Panchayati Raj,  with Mr. Manishankar Aiyar as its first Panchayati Raj Minister who is in constant touch with panchayats in the country (Aiyar, 2006).
